- Approximately 13 million index crimes (homicide, forcible rape, robbery, burglary, aggravated assault, larceny, and arson) are reported to the police each year, and about 1 million of the offenders in those cases end up in prison or jail. What happens to the other 12 million? Do prosecutors ensure that the 1 million incarcerated are really the ones most deserving of such punishment?
