  • Vulnerable populations are groups of people whose health needs are not addressed by conventional service providers. Vulnerable populations can include the very young; the elderly; women; racial minorities; those of low socioeconomic status; those experiencing geographic, lingual, or cultural isolation; limited- or non-English–speaking people, those who are incarcerated; immigrants, refugees, and those with undetermined legal status; transient and homeless people; the uninsured; people with disabilities; people with psychiatric, cognitive, or developmental disorders; substance/alcohol abusers; those who have to deal with abusive families; and people living with HIV/AIDS.
