- Among the roughly 195 nation-states in the world today, only two dozen or so maintain federal systems of government, but these governments represent almost 40 percent of the world's population. In an era of globalization and growing interconnectedness among nations, many noncentral governments in federal systems have decided to engage in foreign relations.
