- The National Prison Project (NPP) of the American Civil Liberties Union (ACLU) is the only nationwide, private sector organization with a primary mission to litigate on behalf of prisoners. It is based in Washington, D.C., and for the past 30 years has been at the forefront of all major legal battles to make prisons safer and more humane.
