- The Urban Institute was founded in 1968 after a blueribbon panel established by President Lyndon Johnson identified the need to bolster the intellectual and factual underpinnings of public policy. Apart from an urgent requirement to evaluate government programs rigorously and independently, especially the multitude of Great Society initiatives launched in the four preceding years, a more comprehensive understanding of the causes and impacts of persistent social problems was needed to develop effective public policy.
