- Electronic monitoring emerged in the United States in the early 1980s, at a time when prison overcrowding and costs necessitated the development of alternative strategies for supervising offenders. Electronic monitoring involves the use of telemetric technology to monitor the presence or absence of an offender in a specified monitored location.
