- The German philosopher Immanuel Kant (1724–1804) characterized the role of the state most simply as securing an internal “system of right” and providing protection against external enemies. “The rights of man,” he wrote, “are more important than order and quiet peace.” All nations have some form of national security activities even if they are based on alliances with other nations to provide for their defense.
