Lone Wolf Amendment  

Definition

  • In December 2004, Congress passed the lone wolf amendment as part of the Intelligence Reform and Terrorism Prevention Act of 2004. The lone wolf provision amended the Foreign Intelligence Surveillance Act (FISA) to allow surveillance of non-U.S. persons engaging in “international terrorism or activities in preparation” where the individual lacks an explicit connection to a foreign power or international terrorist organization.
